Is this a known issue?  (apologies if previously reported ...or if I'm missing something obvious)

My test - I'm importing raw mono samples, 2 simple sine tones,  normalised to -6db & 0db, both show their true levels in SoundforgePro 12/13.

Drag them into new project, into default actor-mixer  - routed to master bus (no effects or inserts).

Audition the sources, note the bus meter peaking 3db lower than source.  

Import stereo versions of same wavs  - these sources output and meter correctly.

(Using latest Wwise 2019.1.4  on Windows 10 1903)

It's the pan law. If mono try taking the mono sound and assign to a single speaker assignment and it will likely get to the expected value.

From one of their manuals:

Wwise uses an "equal power" schema to ensure that no audio source exceeds OdB in any speaker. As a result, all stereo sounds set to 2D positioning will be played 3dB quieter by Wwise. To maintain the same mixing reference, boost the 2D sounds by 3dB.
