Meter is not showing correctly

Hi. I've tried 2018.1.3 and 2018.1.5 but same results. On a completely new project (as well as old ones) the meter shows the wrong dB. A file that is -3dB shows up as -6dB peak. The meter is routed to master audio bus and all the voice faders are set to 0. I have checked the files through multiple loudness meters outside of wwise and they all show as -3dB. Is there a preference anywhere that shave off -3dB?
