RTPC Interpolation Mode: Filtering over time - What does this mean?

I read the manual to try and understand what this interpolation mode meant but it still doesn't make sense to me.

"Filter the game parameter current value to target 99.5% of the target value within the specifiec Attack/Release time. "

I'm having a hard time understanding this.

This means it acts like Portamento on a synth. It slides up to the value but doesn't actually reach it 100%
