Behavior Changes

WG-70064 For iOS and MacOS, changed the interval at which the Motion plug-in updates intensity. It was dependent on the frame interval, now it is a fixed interval of approximately 5ms. Also, a resident mode has been made selectable, which eliminates the inactive time at startup but consumes more CPU.
